Environmental Engineer
Minimum Experience Requirements
This position is open to all Environmental Engineers currently employed by the City of Los Angeles. Candidates must meet the minimum experience requirement by the application deadline.
Summary of Duties
The selected candidate will join the Bureau of Engineering (BOE) Environmental Engineering Division (EED) Design Section to lead and manage the Civil Design Group. In this role, the incumbent will oversee the civil design of wastewater capital improvement projects across the City's Water Reclamation Treatment Plants, Wastewater Collection System Facilities, and other City-owned properties. Acting essentially as a Discipline Lead/Project Manager, the candidate will ensure that all design deadlines are met and that plans and technical specifications are compiled efficiently and on schedule.
Day-to-day responsibilities include directing and actively contributing to the preparation of plans, technical specifications, and technical reports. The candidate will provide rigorous quality management for all design deliverables and drive continuous improvement within the Design Section's Quality Assurance/Quality Control (QA/QC) program. To guarantee successful project delivery, this role requires close collaboration with plant staff, project and construction managers, technical teams, and external stakeholders, alongside regular progress reporting to upper management. This role manages City staff and consultants.
Success in this position demands exceptional interpersonal skills to effectively coordinate with multi-disciplinary engineering teams, clients, regulatory agencies, and the Los Angeles Department of Building and Safety (LADBS). Additionally, the ideal candidate must possess a strong foundation and considerable professional experience in civil and environmental engineering principles.
Skills, Knowledge and Abilities
The BOE is looking for candidates who possess the following skills, knowledge, and abilities, including but not limited to:
• Excellent skills in oral and written communications.
• Excellent skills in preparing technical reports and correspondence.
• Advance knowledge of civil and environmental engineering design.
• Proficient knowledge of Civil 3D and Revit.
• Knowledge of managing and implementing a quality control program.
• Good skills in optimizing systems and procedures.
• Knowledge of BOE programs, regulations, policies and procedures.
• Good knowledge of wastewater treatment processes, codes, regulations and standards in wastewater treatment facilities and design principles.
• Knowledge of the BOE Project Delivery Manual and procedures.
• Ability to coordinate work with other City offices, bureaus, and agencies.
• Ability to deliver a quality project on time and on budget, staying within the parameters of the project scope.
• Ability to work well with people at all levels of the organization and partnering agencies such as the Bureau of Sanitation, Bureau of Contract Administration, Los Angeles Department of Water and Power, and LADBS.
• Ability to analyze and respond to urgent situations and effectively delegate assignments to support staff.
