Land Application Permitting Scientist/Engineer

Brown and Caldwell (BC) is seeking a senior level Environmental Scientist or Engineer with experience in land application of municipal and industrial byproducts and wastewaters for agricultural crop production. The position will be part of BC s Compliance and Permitting Group within the Private Sector Enterprise, although project work will be completed for both private-sector and municipal clients. The desired candidate will have 10+ years experience working in the land application industry and demonstrated familiarity with the regulatory, technical, and operational aspects of operational-scale land application programs.

Detailed Description:

The ideal candidate will have strong technical, written, and verbal skills. We are looking for someone that is highly organized and capable of working with a diverse team of scientists and engineers on multiple tasks with competing priorities. The successful candidate will have a positive, can do attitude; will be flexible and self-motivated, creative and well-organized, and quality-oriented with attention to detail. Projects needing support include land application permitting for industrial facilities and municipal utilities across the US. Engaging as part of an overall environmental compliance and permitting team is key, including collaboration with other subject matter experts to develop holistic solutions. Specific duties may include, but are not limited to the following:

  • Coordination with clients to ensure that all permit-required monitoring is completed and reported. Permit required monitoring will typically include testing of land applied byproducts and/or wastewaters, flows and quantities of land applied materials, crop yields, crop tissue, soils, and groundwater.
  • Completion of annual reports that review and interpret client data to determine if client s operations are compliant with permit requirements.
  • Assisting with preparation of cost estimates for operating modifications that will facilitate permit compliance when needed. Working across BC s various communities of practice (e.g., process wastewater engineering, hydrogeology) to assist clients in this regard.
  • Preparation of land application permit applications for industrial and municipal utility operations.
  • Technical writing of permitting documents and project delivery.
  • Communicating environmental requirements directly to the project team and/or client.
  • Conducting compliance related site visits, inventorying/assessing facilities for compliance plans and conducting compliance audits.
  • Negotiating permitting strategies and requirements with regulators.
  • Leading and assisting with the preparation of technical memoranda and reports related to compliance and permitting.
  • Interacting and communicating directly with clients on behalf of BC.
  • Performing project site visits outside the office, including commercial and industrial facilities and construction sites.
  • Reviewing technical work product prepared by junior staff.
  • Working independently and with teams to complete assignments with other team members in a virtual platform.
  • Ability and willingness to travel to support regional and national client teams.
  • Working with internal Client Service Teams in assisting in developing client relationships and preparing proposals.
  • Supporting biosolids master planning efforts.

Desired Skills and Experience:

  • BS or Engineering degree in Environmental Science or related field is required.
  • Proficiency in Microsoft Office (Excel, Word) and basic computer skills is required.
  • Strong verbal and written communication skills.
  • Minimum of 10+ years experience in environmental work with progressive responsibilities, including business development.
  • Experience with land application of municipal and industrial byproducts (e.g., municipal biosolids, ashes, industrial wastewater treatment solids, municipal and industrial wastewaters) for agricultural crop production.
  • Previous employment experience working in both the public and private sectors is desired.
  • Experience with the marketing of municipal and industrial byproducts for beneficial use including agricultural crop production and home garden use.
  • Familiarity with process technologies (e.g., composting, drying, lime stabilization) to render municipal biosolids suitable for public distribution.
  • Experience with registration of municipal and industrial byproducts with State Departments of Agriculture.
  • Experience evaluating analytical test data for wastewater treatment solids and wastewaters in regard to suitability for agricultural crop production, calculation of appropriate application rates, regulatory limits, and monitoring requirements for site soils, crop, groundwater, and surface water.
  • Ability to work independently while maintaining a strong focus on health and safety, quality, and schedule.
  • Permitting and compliance experience required, knowledge of local, state and federal land application regulations required.
  • Previous experience communicating with Stakeholders and regulatory agency staff.
