Note: The use of the terms Contractor, Contract Provider and Certified Medical Assistant/Medical
Assistant refers to the provider of care throughout this document.

1. Scope of Work . The Contractor shall provide an individual to provide personal medical services to
all Active Duty beneficiaries within the capabilities normally granted to a Certified Medical
Assistant/Medical Assistant (CMA/MA).

A. The CMA/MA shall meet or exceed the industry standards in accordance with established
principles, practices and ethics of the CMA/MA Profession. The standards of performance for all
employees provided by the contractor shall reflect the degree and care, skill and learning
expected of a reasonably prudent healthcare provider in the CMA/MA profession in the state of
their practice.

B. The Contractors will provide professional services to U.S. Coast Guard locations specified in the
Performance Work Statement (PWS).

2. Qualifications . The provider of CMA/MA services shall possess and maintain for the duration of
this agreement:

A. A certificate or Associate degree as a CMA/MA from a state accredited program and 12 months
experience with in the preceding 36 months, or,
B. Certification from a mil itary medical assistant (i.e. Health Service Technician, Hospital
Corpsman) ''A'' school and 12 months experience within the preceding 36 months, or,
C. 36 months experience within the preceding 60 months as a medical assistant in a private practice
and compl eted the requirements for certification. The National Commission for Certifying
Agencies, part of the Institute for Credentialing Excellence, accredits four certifications for
medical assistants:
Certified Medical Assistant (CMA) from the American Associ ation of Medical Assistants
Registered Medical Assistant (RMA) from the American Medical Technologists
National Certified Medical Assistant (NCMA) from the National Center for
Competency Testing
Certified Clinical Medical Assistant (CCMA) from th e National Healthcareer

D. Maintain current certification in Basic Cardiac Life Support (BLS) for the Health Care Provider
by the American Heart Association (AHA), American Red Cross (ARC), American Safety &
Health Institute (ASHI) or the American College of Emergency Physicians (ACEP).

3. Credential Review . The contractor shall submit the following credentials in order to be evaluated
for technical acceptability.

A. A current resume including AT LEAST the following information:
(1) Degrees earned;
(2) Professional Experience;
(3) Social Security Number;
(4) Date of birth (to be used only for the purposes of independent query of the NPDB);

(5) Career history;
(6) Professional Training/Courses attended in the past two years;
(7) Professional organization affiliations and memberships;
(8) Previous work references including name of organization, number of years rendered, address
and name of point of contract with telephone number;
(9) Awards and certifications received.

B. Copies of:

(1) A certificate or Associate Degree from an accredited school of CMA/MA or certification
form a military medical assistant school i.e., HS HM (a “Polaroid” picture is acceptable as a
(2) A current unrestricted certificataion from an accredited certifying agency, if applicable;
(3) Evidence of immunity to Hepatitis “A” and “B” and evidence of freedom from chronic
communicable disease(s) i.e., HIV, TB and Sexual transmitted diseases;
(4) Current certification in Basic Cardiac Life Support (BLS) for the Health Care Provider by the
American Heart Association (AHA), American Red Cross (ARC), American Safety & Health
Institute (ASHI) or the American College of Emergency Physicians (ACEP);
(5) At least three (3) letters of recommendation from recent employers addressing CMA/MA

4. Professional Services. The Contractor shall perform a full range of professional CMA/MA concepts
and practices on site, using Government furn ished facilities, equipment and supplies to a variety of
patients. All aspects of CMA/MA shall be commensurate with the capabilities of the provider and the
Medical Department included by not limited to the items listed below and in the PWS

A. Assess patient s needs for CMA/MA care, plans for Medical interventions, assess the effectiveness
of the interventions and alters the Medical plan and interventions appropriately;
B. Administers oxygen, subcutaneous and intra -muscular medication;
C. Prepares patients for surgical and or diagnostic procedures;
D. Prepares, operates, and monitors specialized equipment such as cardiac monitors, defibrillators,
E. Inventory medicine and drug stocks to ensure adequate supplies and controls;
F. Provide immediate evaluation and mana gement of emergent problems as they occur in addition
to regular scheduled appointments;
G. Greets and receives patients to the clinic and discreetly ascertains the nature of their illness or
condition and direct them to appropriate care;
H. Responds to request for routine non -medical information such as duty status;
I. Receives and screen phone calls;
J. Files and maintains Healthcare records;
K. Files health care reports in health records;
L. Maintains Health Record checkout file;
M. Inputs daily patient information into the Coast Guard Healthcare Information Systems;
N. Required to use all Microsoft applications, such as Word, Excel, Access, Outlook, PowerPoint,
etc. to track, data, generate reports, and prepare presentations.
O. Reviews and routes incoming correspondence;
P. Schedule s and tracks consultations for specialty care;
Q. Maintains referral log and notifies patients of appointments;
R. Reviews and verifies patient eligibility for care in accordance with Defense Eligibility
Enrollment Reporting System (DEERS) computer system guidel ines;

S. The CMA/MA performance will be monitored through a joint function of the Health, Safety,
Work -Life Service Center (HSWL SC) Quality Improvement process and the contractual
demand for services. CMA/MA productivity is expected to be compa rable to that of other
medical department staff assigned to the same facility authorized the same scope of duties;
T. Provide instruction to clinic staff on an ad hoc basis;
U. Prepare and submit appropriate documentation as specified in applicable regulations.
V. Become familiar with the TRICARE medical benefits program through completion of
appropriate nonresident training and offer benefits counseling to Coast Guard beneficiaries
regarding utilizing their TRICARE benefit.

5. Hours of Performance. The contractor sha ll provide all aspects of personal CMA/MA services at
the locations in the PWS and hours specified by the Clinic Administrator.
