The Medical Director /Deputy Local Health Authority (LHA) will oversee clinics, WIC sites, Dental Health Services, mobile health, chronic disease programs, healthy lifestyle programs, mental and behavioral health, school health programs, and many other programs and services. This position is also responsible for programmatic oversight, fiscal management, technical expertise, personnel supervision, and operational success to a variety of programs and services.

Duties & Responsibilities:

  • Serves in the role of alternate Local Health Authority (LHA) in accordance with state and local requirements alongside existing LHAs and/or in place of LHAs when LHAs are unavailable.
  • Oversees all clinic operations and service delivery. Ensures quality assurance and implements quality improvement programs. Provides data security for protected health information. Serves as primary medical consultant for staff and others at HCPH and provides medical direction to programs.
  • Actively participates and/or leads key programmatic activities such as setting of program goals, implementing strategies, setting of key performance indicators (KPIs), evaluating outcomes, and ensuring coordination of activities. Responsible for developing and/or assuring quality of new or existing programs based on appropriate trends and best practices in public health. Provides innovative management around HCPH strategic priorities (e.g., upstream solutions, health equity, etc.).
  • Oversees budget preparation and provides fiscal oversight for both general funds and grant funds to ensure timely, cost-effective and efficient expenditure of funds. Responsible for leading fund development by seeking additional sources of funding to enhance divisional activities.
  • Works collaboratively as a key member of the Division leadership team. Actively participates in department-wide activities such as strategic planning and implementation.

Requirements

Education:

  • Doctor of Medicine or Doctor of Osteopathy from an accredited school of medicine or osteopathy in the United States, or an equivalent degree from a foreign medical institution.



Experience:

  • At least 5 (five) years of administration, management and/or supervisory experience in the public health, medical, or health administration field.



Licensure:

  • Must have Texas Medical license or acquire Texas Medical licensure within six months of hire.

General Information

Location:

  • Harris County Public Health (1111 Fannin, 77002). Telework option after 90 days of consecutive employment.



Work Environment:

  • This position operates in both clinical and standard office environment settings with standard equipment such as computers, fax machines, scanners, phones, and photocopiers.



Physical Demands:

  • This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.



Position Type and Typical Hours of Work:

  • This is a full-time position. Days and hours of work are typically Monday through Friday, from 8am to 5 pm. Others days and hours as necessary.



Employment may be contingent on passing a drug screen and meeting other standards.
