ABOUT THE ROLE
Maclean Health supports federal healthcare partners, including the U.S. Department of Veterans Affairs (VA) and
Department of Defense (DoD), in delivering healthcare services, products, and operational solutions.
The Office Manager is a blended execution role that supports both internal operations and revenue-generating
activities. This role sits at the center of the Sacramento office and ensures day-to-day administrative operations
run smoothly while also supporting proposal development, sales processes, and order execution.
This role is designed to support both steady-state operations and periodic, high-priority business needs. While
proposal volume is not constant, federal opportunities are time-sensitive and require a high level of coordination,
accuracy, and responsiveness when they arise. As a result, this position serves as a core operations resource
with the ability to step into proposal coordination and execution during active RFP cycles.
During periods without active submissions, the role focuses on managing administrative, office, and sales activity
support. When opportunities are live, priorities shift to ensure proposals are completed on time, compliant, and
professionally presented. This structure allows the business to maintain operational stability while preserving the
ability to respond quickly and effectively to new opportunities.
Maclean’s product and service sales are closely tied to the same offerings included in federal proposals. As a
result, this role builds familiarity with those offerings through day-to-day sales and operational support and applies
that knowledge during proposal cycles. This ensures proposals are grounded in real execution experience and
remain accurate, consistent, and aligned with how the business operates.
The individual in this role will work closely with executive leadership, Sales, and Business Systems & Operations
(BSO) to ensure consistent execution and follow-through across priorities.
KEY RESPONSIBILITIES
Office Management (50%)
â Serves as the Co-FSO (Facility Security Officer) and first point of contact for the Sacramento office,
including ensuring office compliance, greeting visitors, and maintaining visitor logs
â Manages day-to-day office operations including ordering supplies, vendor coordination, and general
upkeep
â Provides administrative support to the CEO and executive team, including calendar management, meeting
coordination, and travel logistics
â Supports inbound and outbound calls, email, and mail
â Maintains organized records and documentation in alignment with company standards
â Supports coordination across teams to ensure priorities move forward efficiently
RFP and Proposal Support (25%)
â During active RFP cycles, shifts priority to proposal coordination and assumes ownership of timelines,
compliance tracking, and document assembly to support on-time submission
â Translates solicitation requirements into structured internal task plans, tracking inputs and ensuring all
requirements are addressed
â Supports drafting, editing, and assembly of proposal responses, ensuring clarity, consistency, and
alignment with submission requirements
â Ensures adherence to formatting requirements, page limits, attachments, and submission protocols

â Maintains readiness between cycles by organizing templates, updating reusable content, and ensuring
required documentation is current and accessible
â Maintains organized records of proposals, past submissions, and reusable content
Sales Order and Operational Support (25%)
â Assists with order processing, including intake, validation, and documentation of purchase orders
â Provides backup support for sales and operations workflows to ensure continuity during peak periods or
coverage gaps
â Supports credit card transactions and coordination of payment processing in alignment with internal
procedures
â Assists with logistics coordination, including tracking orders, shipments, and delivery status
Maintains accurate and auditable records tied to orders, transactions, and fulfillment activities
â Builds working knowledge of Maclean’s products, services, and delivery workflows through sales and
operational support and applies that knowledge to improve proposal accuracy and quality
WHAT SUCCESS LOOKS LIKE
First 90 days: Develops a working understanding of Maclean’s operations, proposal workflows, and sales
processes and begins supporting administrative and proposal tasks with increasing independence
At six months: Is a reliable manager and execution partner across administration, proposal coordination, and
sales operations; deadlines are consistently met and work is accurate and well-organized
Ongoing: Office administrative operations are well-managed, proposals are completed on time and without
compliance gaps, and sales operations are supported without disruption Effectively transitions between
day-to-day operational support and proposal-focused execution, maintaining high-quality output in both
steady-state and deadline-driven environments
QUALIFICATIONS
Required
â 5+ years of experience in office management, administrative support, sales operations, proposal
coordination, or a related role
â Experience supporting RFP, RFQ, or RFI responses in federal, state, or other regulated environments
â Strong organizational skills with the ability to manage multiple priorities and deadlines simultaneously
â Excellent written and verbal communication skills, with the ability to produce clear, professional
documents
â High attention to detail, particularly in documentation and compliance-driven workflows
â Proficiency in Microsoft Office, especially Word for document formatting and assembly
Preferred
â Familiarity with federal procurement processes and documentation requirements
â Working knowledge of SAM.gov and federal registration or submission requirements
â Experience assembling structured proposal responses or compliance-driven documents
â Experience with CRM systems such as Salesforce
â Exposure to healthcare, medical device, or federal contracting environments
COMPENSATION
This role offers an annual base salary of $65,000-$75,000, plus performance-based bonus opportunities tied to
high-priority proposal execution, based on experience.
