PROGRAM MANAGER -SENIOR SERVICES

Directs overall management of the Navigator Program. Consistently engages in activities to promote enrollee satisfaction, safety, advocacy and delivery of optimum level of services. Ensures efficient and courteous services rendered during daily operations of the Navigator Program.

Reports to the Program Director and President of Sinai Community Institute Committee; provides supervision to the Administrative Assistant and Case Manager.

Key Job Activities:

  • Provides general supervision to all aspects of a daily service delivery of the ACA Navigator program.
  • Report monthly programmatic status to the Consortium Steering Committee and SCI President.
  • Directs the preparation and timely submission of all required reports to funding entities for Navigator Program. Including the preparation and maintenance of relevant records, reports and program information.
  • Supervises and ensures timely preparation and submission of billing for reimbursement for Navigator Program.
  • Assist with the development of the program operating budget and maintains necessary controls to assure compliance with budgeted expenses, resources, and staff projections.
  • Responsible for ensuring that all IPC Program staff is scheduled for Federal and State Programmatic training.
  • Participates in the selection and hiring of the program's Case Workers.
  • Supervises the staff of ACA Navigator, performs timely performance evaluations, sets clear expectations and measurable performance goals.
  • Participates in the orientation of new staff.
  • Promotes a team atmosphere, providing opportunities for staff to increase their skills and professional growth through in-service training and ongoing education.
  • Evaluates the program's effectiveness - plans and interprets statistical and analytical reports of the program services.
  • Provides analytical support and technical expertise in support of performance improvement measures for the Navigator Program.
  • Responsible for the establishment, reporting and collection of all administrative data and record keeping methodologies.
  • Approves, signs, and dates case closures to ensure that cases are closed according to the program requirements.
  • Completes required continuous training and educations, including department specific requirements.
  • Performs other duties as assigned.


Education and Work Experience:

  • Bachelor's degree required; Master's degree preferred
  • Demonstrates a minimum of 8-10 years in the following areas of capabilities:
    • Managing staff
    • Facilitating program start-up
    • Managing programs
    • Community outreach and community engagement
    • Grant management
    • Human service and health care experiences


Knowledge and Skills:

  • Ability to work with insurance companies, community organizations, churches, community residents, governmental agencies and its affiliates.
  • Effective communication, leadership and organization skills.
  • Positive attitude, works well under pressure, ability to synthesize clinical concepts
  • Strong patient inter-phase skills
  • Bilingual in English and Spanish preferred.
  • Experience in EPIC and MEDITECH software systems preferred.


Certifications/Licenses:

  • Successful completion of All Kids training either prior to or within two months following employment and federal navigation and State IPC training. Successful completion of the above training shall be established by certification by the Dept. of Insurance.
