Recruiter, Internal Mobility
SUMMARY: Responsible for full-cycle recruitment with a primary focus on supporting internal mobility, transfers, promotions and career opportunities for Alameda Health System (AHS) employees. Partners with hiring managers, Human Resources, and employees to facilitate internal recruitment processes while ensuring alignment with applicable policies, procedures and collective bargaining agreements. Develops recruitment, sourcing, outreach and internal talent strategies to support organizational workforce needs and employee career mobility.
DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
1. Manages assigned internal full-cycle recruitment activities, including requisition review, sourcing, candidate screening, selection support, offer development and candidate communication.
2. Partners with hiring managers to understand immediate and future workforce needs and develops appropriate recruitment and internal talent strategies.
3. Supports the administration of internal job opportunities, transfers and promotions in accordance with established AHS policies, procedures and applicable collective bargaining agreements.
4. Coordinates communication with internal candidates regarding opportunities, selection processes, offers and the impact of internal movement within the organization.
5. Reviews internal candidates and applicable seniority or eligibility information to support appropriate internal placement and awarding practices.
6. Consults with Human Resources partners, including Labor Relations, Total Rewards and other applicable functions, regarding internal movement, employee eligibility and interpretation of established processes.
7. Receives, reviews and coordinates responses to employee inquiries, concerns and grievance tickets related to internal recruitment, transfers, promotions and other internal mobility processes, escalating matters to Labor Relations partners as appropriate.
8. Prepares and coordinates appropriate documentation necessary to process internal transfers and promotions.
9. Provides career coaching and guidance to employees regarding internal opportunities, career development and navigation of the internal recruitment process.
10. Develops and maintains internal and external candidate pipelines to support current and anticipated workforce needs.
11. Develops and maintains relationships with community organizations, educational institutions, professional associations and other talent sources as appropriate.
12. Maintains and analyzes recruitment and internal mobility metrics, reports and related information to support Talent Management and operational decision-making.
13. Ensures recruitment and internal mobility activities comply with applicable Federal, State and local requirements and AHS policies and procedures.
14. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
Required Education: High School Diploma or equivalent.
Preferred Education: Bachelor's degree in a related field.
Required Experience: Two (2) years of sourcing or full-cycle recruiting experience, including experience working with Applicant Tracking Systems and CRM.
Preferred Experience: Experience recruiting within an acute care, clinical or related healthcare environment; experience supporting internal mobility, employee transfers or promotions; experience working within a unionized environment
